Description

Prepare for and accomplish the lay berth and regular overhaul/dry docking (ROH/DD) of the USNS LEWIS AND CLARK (T-AKE 1) as specified in the solicitation and in accordance with the work item package.

The anticipated period of performance is:

Lay berth period 1; 3/5/2025 through 3/4/2026

Lay berth period 2; 3/5/2026 through 4/30/2026 (option)

ROH/DD; 5/1/2026 through 8/31/2026 (option)

Lay berth period 3; 9/1/2026 through 9/30/2026 (option)

The place of performance for this contract shall be the contractor's facility on the U.S. east, gulf, or west coast.

All responsible sources may submit a proposal, which shall be considered by the agency.

The solicitation will be made available on or about September 18, 2024, through the Procurement Integrated Enterprise Environment Solicitation Module. https://piee.eb.mil/sol/xhtml/unauth/index.xhtml

To obtain access to the work item package and government furnished information technical data, complete and return the attached non-disclosure agreement to the point of contact of this announcement.

The decision to solicit as a total small business set-aside was made from market research. There is an expectation of receiving proposals from two or more small businesses.

Background
The contract is issued for the lay berth and regular overhaul/dry docking (ROH/DD) of the USNS LEWIS AND CLARK (T-AKE 1).

The agency's mission is to ensure the operational readiness and maintenance of naval vessels. The goal of this contract is to prepare for and accomplish the necessary maintenance tasks as specified in the solicitation and work item package.

Work Details
The contractor shall perform the following tasks:
1. Lay berth period 1 from 3/5/2025 through 3/4/2026;
2. Lay berth period 2 from 3/5/2026 through 4/30/2026 (option);
3. Regular overhaul/dry docking from 5/1/2026 through 8/31/2026 (option);
4. Lay berth period 3 from 9/1/2026 through 9/30/2026 (option).

The contractor must comply with all technical data usage restrictions outlined in the Non-Disclosure Agreement (NDA) related to government-furnished information.

Period of Performance
Lay berth period 1: March 5, 2025 - March 4, 2026; Lay berth period 2: March 5, 2026 - April 30, 2026 (option); ROH/DD: May 1, 2026 - August 31, 2026 (option); Lay berth period 3: September 1, 2026 - September 30, 2026 (option).

Place of Performance
The contract will be performed at the contractor’s facility on the U.S. east, gulf, or west coast.
