Background
The USNS LEROY GRUMMAN (T-AO 195) is undergoing a Midterm Availability (MTA) as part of the Military Sealift Command's operations. The goal of this contract is to prepare for and accomplish voyage repair, overhaul, or alterations of the vessel, ensuring it meets operational readiness standards. Work Details
1. The contractor shall prepare for and accomplish the VR, overhaul, or alterations of the USNS LEROY GRUMMAN (T-AO 195) as specified herein and in accordance with the Work Item (WI) package provided in Attachment J-1. All work shall be performed at the contractor's shipyard unless otherwise specified.

2. Responsibilities include:
a. Providing necessary management, procurement, production, testing, technical capability and resources, and quality assurance services.
b. Ensuring timely procurement of Contractor Furnished Material/Contractor Furnished Property (CFM/CFP) and managing their reporting, receipt, storage, installation, and accountability.
c. Using progress measurement systems to track physical progress against planned performance metrics.
d. Identifying scheduling issues promptly to allow for corrective actions.
e. Developing a performance milestone schedule/critical path chart to measure scheduled performance.
f. Implementing approved quality control procedures to ensure compliance with required standards.
g. Maintaining configuration baselines for procured materials and production work.
h. Managing subcontractor performance to ensure quality standards are met.
i. Employing sound engineering practices when details are not fully described in WIs.

3. The contractor must demonstrate capability in ship repair work with an organization capable of planning, engineering, quality control, production testing and trials.
