USNS Leroy Grumman FY25 MTA-DD   4

Background
The USNS Leroy Grumman (T-AO 195) is under the jurisdiction of the Military Sealift Command, which is responsible for providing strategic sealift and ocean transportation for the Navy.

The goal of this contract is to prepare for and accomplish the Midterm Availability and Dry-Docking (MTA/DD) of the vessel in FY25, ensuring it meets operational readiness standards.

Work Details
The contractor will perform various tasks including:
1. Prepare for and accomplish the MTA/DD of the USNS Leroy Grumman as detailed in Attachment J-1.
2. Provide electrical shore power, generator mobilization/demobilization, potable water, de-ionized water, bilge water removal, crane usage, and hazardous waste handling as per specified unit prices in Work Instructions (WI).
3. Optional Category 'B' Work Instructions (WIs) may include physical security at the contractor's facility and additional dry-docking days if exercised by the Administrative Contracting Officer (ACO).
4. The contractor must submit various plans including Heavy Weather Plans, Cold Weather Plans, Fire and Flooding Protection Plans, and demonstrate understanding of engineering support requirements.
5. Provide man-hour estimates by department and a growth absorption estimate for additional work without impacting completion.

Period of Performance
The contract will be performed over a specified period leading up to the redelivery of the vessel post-dry docking activities, with an emphasis on completing all Category 'A' WIs within this timeframe.

Place of Performance
The work will be conducted at the contractor's facility as designated in the solicitation.
