Background
The USNS Laramie (T-AO 203) is under the jurisdiction of the Military Sealift Command (MSC) and requires regular overhaul and dry-docking (ROH/DD) services. The goal of this contract is to ensure that the vessel is maintained to meet operational readiness and safety standards as mandated by the Department of Defense (DOD). The contractor will be responsible for managing all aspects of the work, including procurement, production, testing, and quality assurance.

Work Details
The contractor shall prepare for and accomplish the voyage repair (VR), overhaul, or alterations of the USNS Laramie as specified in the Work Item (WI) package provided in Attachment J-1. Key responsibilities include:

- Providing necessary management and technical resources;
- Ensuring timely procurement of contractor-furnished material (CFM) and contractor-furnished property (CFP);
- Using progress measurement systems to track physical progress against planned schedules;
- Identifying scheduling issues promptly;
- Developing a performance milestone schedule;
- Maintaining configuration control;
- Managing subcontractor performance;
- Employing sound engineering practices; and
- Ensuring compliance with industry regulations.

The contractor must also demonstrate an understanding of engineering support requirements, provide heavy weather and cold weather plans, and submit fire and flooding protection plans as part of their proposal.

Period of Performance
The contract will be performed over a specified period that includes preparation for overhaul, execution of repairs, and final inspections before redelivery of the vessel.

Place of Performance
All work shall be performed at the contractor's shipyard unless otherwise specified.
