Background
The Department of the Navy, Military Sealift Command (MSC) Norfolk is issuing a Class Justification and Approval (J&A) for the award modifications under contract N3220526C1206 for the Maintenance and Technical Assistance (MTA) of the USNS JOSHUA HUMPHREYS (TAO-188).

The goal of this contract is to incorporate necessary work items to comply with regulatory requirements set forth by the U.S. Navy, U.S. Coast Guard, and American Bureau of Shipping, ensuring the vessel meets safety and operational standards.

Work Details
The contract includes modifications for 118 work items that are essential for compliance with regulatory requirements.

These modifications were identified during inspections conducted by inspectors from the U.S. Coast Guard and/or American Bureau of Shipping, along with the vessel’s crew and shore personnel. The deficiencies identified require urgent repairs before the vessel can depart from the shipyard to meet Safety Management System objectives, attain Operational Availability, and maintain vessel configuration.

The total estimated dollar value for all such work items will be funded utilizing fiscal year 2026 Operations and Maintenance, Navy (O&M,N) funds.

Period of Performance
The period of performance for this contract modification is from March 26, 2026, through June 6, 2026.

Place of Performance
The work will be performed at Alabama Shipyard.
