Background
The USNS Joshua Humphreys (T-AO 189) is undergoing a Mid-Term Availability (MTA) as part of the Military Sealift Command's efforts to maintain and enhance the operational readiness of its fleet. The goal of this contract is to prepare for and accomplish voyage repair, overhaul, or alterations as specified in the work items package. The contractor will be responsible for managing all aspects of the project, ensuring compliance with quality standards and timely completion.

Work Details
1. The contractor shall prepare for and accomplish the voyage repair, overhaul, or alterations of the USNS Joshua Humphreys as specified in the work item package. All work shall be performed at the contractor's shipyard unless otherwise specified.

2. Responsibilities include:
a. Providing necessary management, procurement, production, testing, technical capability and resources, and quality assurance services.
b. Ensuring timely procurement of Contractor Furnished Material/Contractor Furnished Property (CFM/CFP) and reporting on their receipt, storage, installation, and accountability.
c. Using progress measurement systems to track physical progress against planned performance baselines.
d. Identifying behind-schedule conditions and unfavorable variances promptly to allow for corrective actions.
e. Developing a performance milestone schedule/critical path chart to measure scheduled performance.
f. Employing approved quality control procedures to ensure compliance with required standards.
g. Maintaining configuration baselines for procured material and production work.
h. Managing subcontractor performance to ensure quality standards are met.
i. Accessing competent engineers with maritime experience for problem-solving when details are not fully described in work items.

Place of Performance
All work will primarily take place at the contractor's shipyard.
