Description

Prepare for and accomplish the regular overhaul and dry docking of USNS JOHN LENTHALL (T-AO 189) as specified in the solicitation and in accordance with the work item package. The anticipated period of performance is 23 March 2025 to 19 September 2025. The place of performance for this contract shall be the contractor's facility. Area of consideration is East Coast and Gulf Coast.

All responsible sources may submit a proposal, which shall be considered by the agency.

To obtain access to the work item package and government furnished information technical data, complete and return the attached non-disclosure agreement to the point of contact of this announcement.

The decision to solicit as a 100% Total Small Business Set Aside was based on past sources sought. MSC has received interest from 2 or more small business concerns in the past under NAICS 336611, which resulted in decision to solicit as 100% Total Small Business Set Aside. The MSC Small Business representative and Small Business Administration Procurement Center Representative concurs with decision to solicit as 100% Total Small Business Set Aside.

Background
The contract is issued by the Military Sealift Command (MSC) for the regular overhaul and dry docking of the USNS JOHN LENTHALL (T-AO 189). The goal of this contract is to ensure that the vessel is properly maintained and operational, in line with the agency's mission to provide strategic sealift and ocean transportation for the Department of Defense. The decision to solicit as a 100% Total Small Business Set Aside was based on past interest from small business concerns.

Work Details
The contractor will be responsible for preparing for and accomplishing the regular overhaul and dry docking of USNS JOHN LENTHALL (T-AO 189). This includes access to technical data, computer software, or both related to the vessel, subject to compliance with DoDI 5230.24 and DoD-M 5200.01-V4 regulations. The Offeror must ensure organizational controls to prevent unauthorized disclosure of data, comply with export controls, and manage any subcontractors under similar non-disclosure agreements.

Additionally, upon completion or award of the contract, all data must be returned or destroyed, with certification provided within 30 days.

Period of Performance
The anticipated period of performance for this contract is from 23 March 2025 to 19 September 2025.

Place of Performance
The place of performance for this contract shall be at the contractor’s facility, with an area of consideration including the East Coast and Gulf Coast.
