Background
This procurement is for the Post Shakedown Availability of the USNS Harvey Milk. The USNS Harvey Milk (T-AO 206) is a fleet replenishment oiler operated by the United States Navy. The Post Shakedown Availability (PSA) is a period for ship repair and maintenance after a vessel has completed its initial shakedown cruise. The goal of the contract is to prepare for and accomplish the VR, overhaul, or alterations of the USNS HARVEY MILK as specified in the Work Item (WI) package provided in Attachment J-1.

Work Details
The contractor shall prepare for and accomplish the VR, overhaul, or alterations of the USNS HARVEY MILK as specified in the WI package provided in Attachment J-1. This includes providing necessary management, procurement, production, testing, technical capability and resources, and quality assurance services; ensuring timely procurement of CFM/CFP; using progress measurement systems to determine physical progress of completed work; using management procedures and systems to identify behind-schedule conditions and unfavorable schedule variances; developing a performance milestone schedule/critical path chart; applying stringent configuration control procedures; providing for staging and storing of material and LLTM for use in the availabilities from the date of award; managing all subcontractors’ performance during the availability; employing good judgment and sound engineering practice and principles; performing work by a contractor capable of performing ship repair work with established organizational elements such as administration/management control, financial control, production control, production technical support, material/procurement control, and subcontractor control.

Place of Performance
Unless otherwise specified, all work shall be performed at the contractor’s shipyard.
