USNS Grasp (T-ARS 51)   3

Background
The USNS GRASP (T-ARS 51) is a United States Naval Ship under the Military Sealift Command (MSC). The purpose of this contract is to prepare for and accomplish the Mid-Term Availability (MTA) of the USNS GRASP, ensuring that all necessary repairs, maintenance, and alterations are completed to meet operational standards.

The MSC's mission includes providing logistics support to the Navy and other military services, which underscores the importance of maintaining vessels like the USNS GRASP in optimal condition.

Work Details
The contractor shall perform the following tasks:
1. Prepare for and accomplish the Mid-Term Availability of the USNS GRASP as specified in Attachment J-1.
2. Provide necessary management, procurement, production, testing, technical capability, resources, and quality assurance services.
3. Utilize progress measurement systems to track physical progress against planned performance metrics.
4. Develop a performance milestone schedule/critical path chart for scheduled performance measurement.
5. Ensure compliance with quality control procedures and maintain configuration baselines for all work performed.
6. Manage subcontractor performance to ensure adherence to quality standards and develop a subcontractor management plan.
7. Address any discrepancies or challenges encountered during work execution by submitting Condition Found Reports (CFRs) as needed.

Period of Performance
The contract will be performed over a specified period that aligns with the MTA schedule for the USNS GRASP, which typically spans several months depending on the extent of work required.

Place of Performance
The work will primarily be conducted at the contractor's shipyard facilities.
