Description

Prepare for and accomplish the regular overhaul and dry docking of the USNS GRASP (T-ARS 51) as specified in the solicitation and in accordance with the work item package. The anticipated period of performance is December 29, 2024 to March 19, 2025. The place of performance for this contract shall be the contractor's facility. Due to operational and national security availability considerations, the location shall be West Coast, Hawaii, or Alaska. All responsible sources may submit a proposal, which shall be considered by the agency. The solicitation will be made available on or about May 31, 2024 through the Procurement Integrated Enterprise Environment Solicitation Module. https://piee.eb.mil/sol/xhtml/unauth/index.xhtml

To obtain access to the work item package and government furnished information technical data, complete and return the attached non-disclosure agreement to the point of contact of this announcement.

The decision to solicit as a total small business set-aside was made from market research. There is an expectation of receiving proposals from two or more small businesses. The MSC Office of Small Business and Small Business Administration Procurement Center Representative concurs.

Background
The solicitation is for the regular overhaul and dry docking of the USNS GRASP (T-ARS 51). Work Details
The work item package includes the use and non-disclosure agreement (NDA) for government technical data related to USNS GRASP (T-ARS 51). The Offeror agrees to provide access to technical data subject to controls and limitations set forth in DoDI 5230.24 and DoD-M 5200.01-V4. The Offeror must have a corporate principal responsible for ensuring compliance with the terms of the NDA, use the data only in the preparation of their proposal and in the performance of the resulting contract if awarded, comply with restrictions on dissemination, comply with all export controls and regulations applicable to the data, establish organizational controls designed to control access to the data and prevent disclosure to unauthorized representatives, not release or reproduce the data without authorization, identify vendors/subcontractors by name and address, assure that disclosure of data to any third party or subcontractor is subject to a similar NDA executed by a corporate principal, return or destroy the data upon notice of award of the contract to another entity or upon completion of the work, cooperate in efforts undertaken to recover or destroy improperly released information, and reimburse for any costs or damages incurred as a result of an unauthorized disclosure or release.

The anticipated period of performance for this contract is from December 29, 2024, to March 19, 2025.

The place of performance for this contract shall be the contractor’s facility. Due to operational and national security availability considerations, potential locations include West Coast, Hawaii, or Alaska.
