Background
The USNS COMFORT (T-AH 20) is a hospital ship operated by the Military Sealift Command (MSC) of the United States Navy. The contract aims to accomplish the Mid-Term Availability (MTA) for the ship, which includes necessary repairs, maintenance, and upgrades to ensure its operational readiness. The goal is to prepare the vessel for future missions while adhering to specified work items and quality standards.

Work Details
The contractor shall prepare for and accomplish the MTA of the USNS COMFORT (T-AH 20) as specified in the Statement of Work (SOW). Key tasks include:
1. Providing management, procurement, production, testing, technical capability, resources, and quality assurance services.
2. Using progress measurement systems to track physical progress against planned performance baselines.
3. Developing a performance milestone schedule/critical path chart to measure scheduled performance and submitting deviations for approval.
4. Ensuring compliance with quality control procedures and maintaining configuration baselines for all work performed.
5. Managing subcontractor performance to ensure adherence to quality standards and developing a subcontractor management plan.
6. Preparing for various optional work items categorized as 'B' WIs which may be exercised at the discretion of the Administrative Contracting Officer (ACO).
7. Submitting detailed proposals for Additional Government Requirements (AGR) and Other Direct Costs (ODC), including labor rates and material costs.

Period of Performance
The contract will be performed over a period that aligns with the requirements of the MTA process, typically involving multiple months of preparation and execution.

Place of Performance
The work will primarily be performed at the contractor's shipyard facilities.
