Background
The USNS COMFORT (T-AH 20) is undergoing a Regular Overhaul Dry Docking (ROH/DD) as part of its maintenance and operational readiness. The contract is issued by the Military Sealift Command (MSC), which is responsible for providing sealift and ocean transportation for the Department of Defense. The goal of this contract is to ensure that the USNS COMFORT is maintained in optimal condition to fulfill its mission effectively.

Work Details
The contractor shall prepare for and accomplish the Voyage Repair (VR), overhaul, or alterations of the USNS COMFORT as specified in the Work Item (WI) package. All work shall be performed at the contractor's shipyard unless otherwise specified. Key tasks include:

1. Performing scheduled maintenance and repairs as outlined in Category 'A' Work Items (WIs).

2. Managing unscheduled maintenance WIs that arise after solicitation but before the performance period begins, including submitting a price sheet and production schedule 60 days prior to commencement.

3. Providing necessary management, procurement, production, testing, technical capability, resources, and quality assurance services.

4. Ensuring timely procurement of Contractor Furnished Material/Property (CFM/CFP) and maintaining accountability for all materials used during the project.

5. Implementing progress measurement systems to track physical progress against planned schedules and identifying any scheduling issues promptly.

6. Developing a performance milestone schedule that includes critical paths for project completion and ensuring compliance with quality control procedures.

Place of Performance
All work will primarily be conducted at the contractor's shipyard unless otherwise indicated.
