USNS COMFORT Integrated Bridge System

Background
The USNS COMFORT Integrated Bridge System contract is issued by the Military Sealift Command (MSC), which is part of the U.S. Navy. The MSC's mission is to provide strategic sealift and ocean transportation for the Department of Defense and other federal agencies. The goal of this contract is to upgrade the Integrated Bridge System (IBS) on the USNS COMFORT, ensuring compliance with various maritime safety and operational standards.

Work Details
The contractor shall be responsible for all testing and crew training related to the new IBS and associated navigation systems. The systems must meet requirements outlined in the Performance Work Statement (PWS) and adhere to current specifications from ABS, USCG, IMO, IEEE, and NAVSEA. Key tasks include:

- Conducting engineering and design for provision, fabrication, removal, installation, commissioning, operation, and certification of IBS and compartment upgrades.
- Certifying that new equipment is commercially available with a supportability plan for at least 20 years.
- Developing detailed engineering drawings, calculations, equipment specifications, work items, equipment lists, and test procedures.
- Creating an Integrated Master Schedule (POA&M) to outline activities from contract award through completion.
- Conducting a Kick-Off meeting with MSC personnel.
- Performing a minimum of two shipchecks on USNS COMFORT to gather necessary information for design modifications.

Period of Performance
The period of performance will span several months as defined in the contract phases including Base Period for engineering and design followed by installation phases.

Place of Performance
The work will primarily take place at the shipyard where USNS COMFORT is docked.
