Background
The Department of the Navy is soliciting a contractor to conduct the Post Shakedown Availability (PSA) of the USNS CODY (T-EPF 14) to ensure the vessel’s readiness and capability following initial shakedown operations. This contract supports the Navy’s sealift and transport mission by restoring and verifying ship systems per approved standards.

Work Details
Prepare for and accomplish the Post Shakedown Availability of USNS CODY (T-EPF 14) as specified in the solicitation and in accordance with the government-furnished work item package. Tasks include all required maintenance, repairs, modifications, tests, calibrations, and inspections necessary to return the vessel to full operational status, ensuring compliance with applicable naval engineering and safety standards.

Period of Performance
13 November 2024 to 10 February 2025

Place of Performance
Contractor’s facility located on the U.S. East Coast or Gulf Coast

Bidder Requirements
Total Small Business Set-Aside (SBA).
Offeror must execute a Non-Disclosure Agreement (NDA) signed by a corporate principal to access and protect government technical data under DoDI 5230.24 and DoD-M 5200.01-V4.
Offeror must also:
- Implement export control compliance.
- Establish and maintain organizational and audit controls for controlled unclassified information.
- Flow down NDA requirements to all vendors/subcontractors, each requiring a corporate-principal-signed NDA.
- Identify subcontractor names and contacts.
- Certify return or destruction of all data within 30 days of award or work completion.
