Background
The USNS ARCTIC (T-AOE 8) is under the jurisdiction of the Military Sealift Command (MSC), which is responsible for providing strategic sealift and ocean transportation for the Department of Defense.

The goal of this contract is to prepare for and accomplish the Regular Overhaul/Dry-Docking (ROH/DD) of the USNS ARCTIC, ensuring that it meets operational readiness and safety standards.

Work Details
The contractor shall prepare for and accomplish the VR, overhaul, or alterations of the USNS ARCTIC as specified in the Work Item (WI) package provided in Attachment J-1. Responsibilities include:

1. Providing necessary management, procurement, production, testing, technical capability and resources, and quality assurance services.
2. Using progress measurement systems to track physical progress against planned performance baselines.
3. Developing a performance milestone schedule/critical path chart to measure scheduled performance.
4. Ensuring compliance with approved quality control procedures.
5. Managing subcontractor performance to ensure quality standards are met.

Specific tasks include:
- Category 'A' Work Items (WIs) as per Attachment J-1
- Optional Category 'B' WIs including Physical Security, Continuation of Services, and Drydocking/Undocking services which may be exercised at the discretion of the Administrative Contracting Officer (ACO). The contractor must also provide detailed man-hour estimates by department and ensure material control and storage capabilities are in place.

Period of Performance
The contract will be performed over a specified period that includes preparation for and execution of the ROH/DD activities as outlined in the WI package.

Place of Performance
All work shall be performed at the contractor’s shipyard unless otherwise specified.
