Description

The Naval Air Systems Command (NAVAIR), Patuxent River, MD awarded a sole-source Delivery Order N0001923F0314 under Basic Ordering Agreement (BOA) N0001920G0007 to Raytheon Missiles & Defense, 1151 E. Hermans Road, Tucson, AZ 85756-9367 for sustainment and integration support for the Common Unique Planning Component (CUPC) Weapon Planning Environment (CWPE) software and related components, and to update and verify the CWPE software to resolve specified issues and software compatibly with the F/A-18 Mission Planning Environment (MPE) for Joint Standoff Weapon (JSOW).

This acquisition was pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Raytheon Missiles & Defense is the sole designer, developer, manufacturer and integrator of the JSOW weapon system and its related equipment and as such is the only company that has the requisite knowledge, technical expertise, production tooling facilities and technical data necessary to meet this requirement.
