Please see all attachments for a detailed explanation of the program and submission requirements.

Background
The United States Marshals Service (USMS) is seeking quotes for medical oversight and support for its Special Operations Group (SOG) Medic Program. The goal of this contract is to provide physician-directed provider certification and ongoing operational and training support, ensuring that the SOG medics are adequately trained and certified to perform their duties effectively. This initiative aligns with the USMS's mission to ensure the safety and security of federal law enforcement operations.

Work Details
The contractor will provide comprehensive medical oversight services, including:
- Physician-directed provider certifications for approximately twenty-five (25) SOG medics.
- Ongoing operational support to ensure that medics are prepared for tactical situations.
- Training support that includes advanced fellowship programs in Tactical Medicine and Emergency Medical Services (EMS).
- The contractor must be a university-affiliated academic medical center with faculty proficient in tactical emergency medicine, K-9 medicine, disaster medicine, and mass gathering/event medicine.
- The contractor must have a minimum of twenty (20) years of documented experience in tactical emergency medicine, particularly in law enforcement support and medical direction.
- The contractor should manage all procurement matters under a clinical practice oversight entity, ensuring compliance with established medical standards.

Period of Performance
The geographic location(s) the contract will be performed (if provided)

Place of Performance
The services will primarily be performed within 50 miles of either Washington, DC or Tomball, TX to minimize travel costs for required meetings and training.

Bidder Requirements
Bidders must meet several specific requirements:
- Must be a university-affiliated academic medical center with faculty physicians experienced in tactical emergency medicine.
- Must have a documented recent research publication related to tactical medicine within the last 24 months.
- Must actively engage in subspecialty training for emergency physicians in Tactical Medicine and EMS.
- Bidders must demonstrate a longitudinal track record of practical experience in tactical medicine under an established Special Operations program.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent, as the prior contract 15M10421PA4700034 was awarded to The Johns Hopkins University for “Medical Oversight for Special Operations Group/Operational Medical Support Unit” with a period of performance from 07/01/2021 to 06/30/2026 (value $505,110). The current requirement similarly calls for physician-directed provider certification and ongoing operational and training support for the USMS SOG Medic Program, which suggests continuity of the same medical oversight function and support unit responsibilities.
