USMS AFD Justification for Mid-Atlantic Vehicle Services

Background
The United States Marshals Service (USMS), part of the Department of Justice, has a mission to manage and transport seized assets, including vehicles. This justification outlines the need for towing, storage, maintenance, and disposal services for seized or forfeited vehicles across several districts in the Mid-Atlantic region. Work Details
The contractor will provide comprehensive services including: towing/transporting, appraisal, storage, maintenance, and disposal of seized/forfeited vehicles. This includes production-sized cars, trucks, vans, motorcycles, all-terrain vehicles, golf carts, jet skis, and trailerable boats. The contractor must be capable of mobilizing immediately to relocation sites at the time of vehicle seizure or post-investigative custody. The incumbent contractor, RBEX Inc., has established infrastructure and organizational plans to efficiently process these assets.

Period of Performance
The contract will be performed over a twelve-month period beginning on June 20, 2026 and ending on June 19, 2027.

Place of Performance
Services will be performed in the Districts of Virginia, Maryland, Washington D.C., Delaware, Eastern Pennsylvania, and Middle Pennsylvania.

Bidder Requirements
The justification states that only one responsible source (RBEX Inc.) is capable of fulfilling this requirement without unacceptable risk to mission execution or operational readiness. The incumbent's unique qualifications include existing infrastructure for immediate service provision and industry knowledge necessary for effective operations.
