Description

Background
The Department of Transportation and the United States Merchant Marine Academy (USMMA) are seeking to award a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract for medical, dental, counseling, pharmacy, and equipment services for Midshipmen at USMMA.

The agency's mission is to educate and train future leaders in maritime transportation and national security. This contract aims to provide essential healthcare services to support the well-being of approximately 1000 Midshipmen, ensuring compliance with federal regulations regarding their medical care.

Work Details
The contractor will provide a range of healthcare services including:
1. On-site medical, dental, and counseling services for Midshipmen.
2. Daily operation of 'Sick Call' and provision of 24/7 mental health resources.
3. Coordination of examinations for sea duty, U.S. Coast Guard licensing, and commissioning physicals.
4. Management of pharmacy services including ordering prescription medications and providing over-the-counter items.
5. Conducting on-site diagnostic lab services for various tests.
6. Ensuring compliance with infection control standards and maintaining a quality assurance process to minimize off-site referrals.
7. Providing necessary medical supplies and equipment as outlined in the contract specifications.

Period of Performance
The contract will cover a base period from 2027-2028 with four one-year options extending through 2032, allowing for unilateral extensions based on funding availability.

Place of Performance
U.S. Merchant Marine Academy / Department of Health Services, Patten Hall, 300 Steamboat Road, Kings Point, NY 11024.

Bidder Requirements
Offerors must have the appropriate PSC code (Q201) registered prior to proposal submission. Key personnel qualifications include:
- Licensed healthcare professionals (physicians, dentists, psychologists) with relevant experience in treating patients up to age 24.
- Compliance with New York State licensing requirements for all healthcare providers involved in service delivery.
- A quality assurance process that addresses potential financial impacts on Midshipmen due to off-site referrals.

Incumbent Analysis (see Incumbents section for more detail)
The prior awards for health services at the U.S. Merchant Marine Academy show a confirmed incumbent, North Shore University Hospital, holding bridge and new bridge contracts valued at $3,845,529 (04/01/25–03/31/26) and $3,353,651 (04/01/26–03/31/27). These prior efforts are described as health services for the Regiment/Midshipmen at USMMA and appear to be a continuation of the same on-site medical and related healthcare support function (including ongoing coverage through successive bridge periods) that aligns with the current IDIQ’s medical, dental, counseling, pharmacy, and equipment services.
