Description

On behalf of the United States Marine Corps (USMC), the General Services Administration (GSA) is conducting market research to explore potential solutions for maintaining and servicing ultrasonic solvent tanks at Marine Corps Base Camp Lejeune, North Carolina. The primary goal of this contract is to ensure that these tanks, which are crucial for the Preservation, Packaging, Packing, and Marking (PPP&M) operations of the 2d Combat Readiness Regiment, remain fully operational. These operations are vital for maintaining and preparing equipment and weapon systems that support II Marine Expeditionary Force (II MEF) missions and training exercises.

The scope of work outlined in the Performance Work Statement (PWS) includes comprehensive maintenance services for four ultrasonic solvent tanks. This includes routine cleaning, waste disposal, replenishment of cleaning solutions and preservative oils, as well as preventive maintenance measures. The contractor will be responsible for ensuring that these tanks meet MIL-STD-2073 requirements for military preservation and packing standards. The work will be conducted at Building 915 on Hickory Street within the base premises.

The contractor's responsibilities encompass a wide range of tasks necessary to maintain operational readiness. These include biannual preventive maintenance inspections, system troubleshooting, emergency repair support when needed, and disposal of used solutions in compliance with environmental regulations such as those set by OSHA and EPA. Additionally, any corrective maintenance or repair actions require an initial survey and assessment followed by written authorization from the Contract Administrator before proceeding with repairs or ordering replacement parts.

To ensure accountability and transparency in service delivery, contractors are required to provide itemized receipts along with formal service reports upon completion of any service or repair. This documentation must be verified by a government technical representative to confirm that all services have been completed according to contractual obligations. The contract is anticipated to span a base year from September 2026 through August 2027 with four additional option years available.
