Description

The U.S. General Services Administration (GSA), on behalf of the Marine Corps (USMC), is conducting market research to identify potential contractors capable of providing hydrostatic testing services for carbon cylinders. This requirement is critical for ensuring the compliance of Marine Corps Installations West (MCIWEST) Fire & Emergency Services (F&ES) Departments with various safety and regulatory standards, including those set by the National Fire Protection Association (NFPA), Occupational Safety and Health Administration (OSHA), and U.S. Department of Transportation (DOT). The overall goal is to maintain operational readiness and ensure the safety of personnel by adhering to these stringent standards.

The work involves a one-time hydrostatic testing service for Scott Safety 3M brand carbon cylinders used across multiple Marine Corps installations, including Camp Pendleton, MCAS Miramar, and MCLB Barstow. Hydrostatic testing is a crucial procedure that evaluates the integrity and safety of pressure vessels such as these carbon cylinders. It involves filling the cylinder with a liquid, usually water, under controlled conditions to check for leaks or weaknesses in the material that could compromise safety during use.

Contractors are required to provide all necessary resources management, labor, equipment, tools, materials, supplies to perform this service effectively. The scope includes testing various types of cylinders: sixty-minute carbon cylinders at multiple locations totaling 130 units; forty-five-minute cylinders totaling 182 units; thirty-minute cylinders totaling 218 units; and ten-minute escape pack cylinders totaling 18 units. Testing must comply with DOT regulations outlined in CFR Title 49 Part 180.205(c) and adhere strictly to visual inspection protocols as per CGA guidelines before proceeding with hydrostatic re-testing.

While on-site services are preferred for convenience and efficiency, they are not mandatory if logistical challenges arise. All inspections must be carried out by a DOT-licensed re-test agency capable of marking successful tests appropriately with a Requalification Identification Number (RIN). This ensures transparency and traceability in compliance records maintained under federal regulations.
