This is a pre-solicitation notice that a solicitation is anticipated to be released via the Procurement Integrated Enterprise Environment (PIEE) website https://piee.eb.mil on or around 27 November 2023.

The Contracting Department, Marine Corps Installations Command (MCICOM) Headquarters, Arlington, VA, intends to negotiate a multiple award, firm fixed price (FFP) indefinite delivery, indefinite quantity (IDIQ) contract under FAR Part 12 Acquisition of Commercial Items and FAR Part 15 Contracting by Negotiation . A portion of this acquisition will be set-aside for small business in accordance with FAR Subpart 19.502-4. The contracts will have a five (5) year ordering period.

This requirement is for non-personal services to provide a range of professional programmatic support services to the major directorates within the MCICOM Headquarters such as logistics services program support, information technology program support, operations support, planning support, government and external affairs support, facilities program support, and enterprise content management support. Work will support MCICOM Headquarters located in Arlington, VA/Washington, D.C., but will also include support to the MCICOM regions located at Marine Corps Base Quantico, Virginia, Marine Corps Base Camp Pendleton, California, and Marine Corps Base Camp Butler, Okinawa Prefecture, Japan.

MCICOM is the single authority for all Marine Corps installation matters. MCICOM exercises command and control of regional installation commands, establishes policy, exercises oversight, and prioritizes resources to optimize installation support to the Fleet Marine Forces (FMF), tenant commands, Marines, and family members. MCICOM consists of a command element located in the Installations and Logistics (I&L) Department, Headquarters, U.S. Marine Corps, Washington, DC, and four subordinate regional commands. MCICOM's primary purpose is to relieve the Operating Forces of managing bases and stations for Operating Forces to better focus on their warfighting mission.

The North American Industry Classification System (NAICS) code for this acquisition is 541611 Administrative Management and General Management Consulting Services, with the corresponding size standard of $24.5 million.
