USMC - MCI EAST - Flow Meter Calibration Service - MRAS

The U.S. General Services Administration (GSA), on behalf of the United States Marine Corps (USMC), is conducting market research to identify potential contractors capable of providing calibration services for water and wastewater flow meters at Marine Corps Installation East-Marine Corps Base, Camp Lejeune (MCIEAST-MCB CAMLEJ). The primary goal of this initiative is to ensure that all flow meters are accurately calibrated in compliance with state and federal regulations, thereby maintaining the integrity of flow data reported to the North Carolina Department of Environmental Quality (NCDEQ) and supporting effective base master planning decisions.

The contract requires periodic calibration of various flow meters used in four drinking water treatment plants and one advanced wastewater treatment plant operated by MCIEAST-MCB CAMLEJ. The contractor must conduct annual calibrations, unless more frequent checks are specified by the meter manufacturers. Calibration processes must align with North Carolina guidelines, ensuring that all procedures are traceable by the National Institute of Standards and Technology (NIST). In addition to performing calibrations, contractors are expected to provide recommendations on repair options, replacement estimates, routine maintenance schedules, and a proposed calibration schedule based on manufacturer suggestions.

Furthermore, contractors must obtain necessary permissions from MCIEAST-MCB CAMLEJ personnel for access to facilities where work will be conducted. They should also be prepared to submit final reports annually that include professional-quality maps, drawings, figures, appendices, and other documentation in both hard copy and digital formats compatible with Marine Corps standard software such as Microsoft Office. All deliverables will become the property of MCIEAST-MCB CAMLEJ upon completion.

Access to Camp Lejeune requires compliance with the Defense Biometric Identification System (DBIDS) Program for identity proofing and vetting non-federal government personnel seeking entry. Depending on their required duration at the installation, contractors will receive either a DBIDS credential or a temporary pass from the Contractor Vetting Office located near Camp Lejeune's main gate.
