Description

The United States Marine Corps (USMC), in collaboration with the General Services Administration (GSA), is conducting market research to explore capabilities related to strategic planning support services for the MCICOM G-5 Directorate. The primary aim of this initiative is to enhance strategic planning efforts that align with the USMC's force modernization objectives. The G-5 Directorate plays a crucial role in developing and synchronizing program initiatives that support command priorities, ensuring that foundational and critical installation capabilities meet operational requirements.

The work being requested involves providing on-site professional services to support the MCICOM G-5 Directorate at various locations, including the Pentagon and Marine Corps Base Quantico. The contractor will be responsible for aligning the installation enterprise with service strategies, future force requirements, and capabilities development. This includes delivering strategic planning documents such as the National Defense Strategy, Installations Plan (IPLAN), and Program Objective Memorandum (POM) guidance. Additionally, ensuring that installation equities are represented in contingency plans and supporting readiness reporting cycles are key components of this task.

Furthermore, the contractor will engage in activities supporting capability development through various assessments like Ground Systems Enterprise (GSE) and Doctrine, Organization, Training and Education, Materiel, Leadership and Communication Synchronization (DOTMLPF-C). The goal is to ensure that installations remain ready, resilient, and capable of supporting both Service and Joint Forces across different conflict scenarios. This comprehensive approach aims at achieving efficiencies while addressing operational environment demands.
