USMC - Facilities Related Controls Systems Support - MRAS

The U.S. Marine Corps (USMC), through the General Services Administration (GSA), is conducting market research to identify potential contractors capable of providing comprehensive support services related to Facilities Related Controls Systems (FRCS). The overall goal of this initiative is to enhance the operational efficiency and cybersecurity posture of the Marine Corps' infrastructure by leveraging advanced technologies and expertise. This effort aligns with the Marine Corps' strategic objectives to maintain robust, secure, and efficient facilities that support its mission readiness.

The scope of work encompasses a broad range of services, including but not limited to cybersecurity architecture, systems administration, electrical distribution engineering, water treatment specialization, and direct digital control expertise. The contractor will be responsible for assisting the Public Works Division (PWD) in managing FRCS systems, ensuring compliance with cybersecurity standards through Assessment and Authorization (A&A), maintaining Authority To Operate/Authority to Connect (ATO/ATC) packages, and providing cloud-based solutions for data center administration. This project requires a team of thirteen full-time personnel comprising both key and non-key positions with specific qualifications outlined in the performance work statement.

Contractors engaged in this project will operate primarily at Marine Corps Base Camp Lejeune and its satellite locations, with possible travel to other installations as needed. They must adhere to stringent security requirements, including obtaining a Secret Clearance based on Tier 3 personnel security investigations. The work involves accessing sensitive information systems such as the Marine Corps Enterprise Network using government-provided credentials. Additionally, contractors are required to complete various security training courses within specified timeframes after their employment start date.

This contract has a one-year base period followed by three one-year option periods. It offers an opportunity for contractors to contribute significantly towards enhancing the Marine Corps' facility management capabilities while ensuring compliance with evolving cybersecurity mandates. By fulfilling these requirements, contractors will play a crucial role in supporting the USMC's mission-critical operations through improved infrastructure resilience and security measures.
