Description

The United States Forest Service plans awarding a Multiple Award/Multiple Region (R1/R4) IDIQ contract for a wide variety of non-merchantable vegetation management activities for the purpose of fuels reduction, prescribed burn unit preparation, stand improvement, or unit rehabilitation. Contracted activities could include, but are not limited to, tree thinning, slashing, girdling, pruning, weed and release, release of browse species, slash treatment, hand piling, fuel break construction, fireline construction, residual tree protection, duff mound removal, unit preparation work, rehabilitation, chipping and related services. Unit boundary/special protection area designation and/or traversing for or within these units may also be an included activity.

These activities would occur on lands administered by the National Forests (NF) and National Grasslands (NG) within the boundaries of the Northern Region (Region One, R1) and the Intermountain Region (Region Four, R4) of the U.S. Forest Service. Activities may also occur on adjacent lands where cross boundary services can achieve project objectives and necessary permissions have been obtained.

There will be a preproposal meeting on Tuesday, May 24th at 4:00 pm MST. This will be a virtual meeting due to most Forest Service Offices are still closed to the Public. Call in information will be provided in solicitation.

Background
The United States Forest Service plans to award a performance-based, multiple-award, indefinite delivery indefinite quantity (IDIQ) contract with a one-year base period and four one-year option renewals. The contract supports a wide variety of non-merchantable vegetation management activities for fuels reduction, prescribed burn unit preparation, stand improvement, and unit rehabilitation on lands administered by National Forests and National Grasslands within the Northern Region (Region 1) and Intermountain Region (Region 4) of the USFS, as well as adjacent lands where cross-boundary services can achieve project objectives.

Work Details
The contract includes a wide variety of non-merchantable vegetation management services, including but not limited to:
- tree thinning (selection of leave trees, cutting all non-leave trees, stump height and hang-up removal in accordance with silvicultural prescriptions)
- tree improvement test plantation thinning
- slashing (cutting undesirable live or dead conifers and shrubs)
- girdling
- pruning and pruning release
- release of browse species
- release/weeding treatments
- slash treatment (bucking, lopping, scattering) and hand piling
- chipping
- fuel break construction
- slash pullback
- fireline construction
- residual tree protection
- duff mound removal
- unit preparation and rehabilitation
- chipping and related services
- unit boundary and special protection area designation and traversing
Contractors must furnish all labor, equipment, supervision, transportation, supplies, incidentals, quality control plans, work plans, and schedules necessary to perform these services.

July 1, 2022 through June 30, 2027 (one-year base period plus four one-year option periods)

National Forests and National Grasslands within USFS Northern Region (Region 1) and Intermountain Region (Region 4), including lands in California, Idaho, Montana, North Dakota, South Dakota, Utah, Nevada, and Wyoming; specific units include Beaverhead-Deerlodge NF, Bitterroot NF, Custer Gallatin NF, Dakota Prairie NG, Flathead NF, Helena-Lewis & Clark NF, Idaho Panhandle NF, Kootenai NF, Lolo NF, Nez Perce-Clearwater NF, Ashley NF, Boise NF, Bridger-Teton NF, Caribou-Targhee NF, Dixie NF, Fishlake NF, Humboldt-Toiyabe NF, Manti-La Sal NF, Payette NF, Salmon-Challis NF, Sawtooth NF, and Uinta-Wasatch-Cache NF.
