Description

This is a SOLICITATION for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.

Solicitation number 12443925Q0013 is issued as request for quotation (RFQ). The acquisition procedures at FAR Part 12 are being utilized. The Government anticipates the award of a firm fixed-price, purchase order.

The Daniel Boone National Forest requires the professional services of a certified electrical and certified natural gas contractor familiar with local code requirements to perform the installation of three (3) Generac Guardian Series 22kW standby air-coiled gas engine generator and three (3) 200A service entrance automatic transfer switches (ATS) at three (3) quarters located on the Redbird Ranger District in Peabody, KY. The offeror must provide a proposal of the line items they wish to be considered for and include the Schedule of Items and Experience Questionnaire, explaining the capabilities of their company to meet the government requirements as described in the posting.
The Statement of Work (SOW), Terms and Conditions, Maps, Schedule of Items, Experience Questionnaire and necessary documents, information, and instructions to bidders for submittal are attached.
This procurement is being conducted under NAICS code 561210 Facilities Support Services. In order to be a small business under this NAICS code a business must have $47.0M or less in average annual receipts in this category. This competition is a 100% small business set aside under this NAICS code.

Award will be made to the most highly scored offeror based on the attached Evaluation Factor Rating Descriptions and Scoring Matrix. To qualify as being technically acceptable vendors must: 1)have the equipment/personnel necessary to meet the requirements , 2)provide proof of experience on the required Experience Questionnaire to establish vendor competence for related work. It is the sole decision of the Contracting Officer(s) at the Daniel Boone National Forest to decide if a contractor is technically acceptable or not technically acceptable.

All contractors wishing to do business with the federal government must have an active entry in the SAM computer system (https://www.sam.gov) and not be debarred from federal contracting. The Service Contract Act is applicable to this contract. Wage Determinations have been included as an attachment.

52.237-1 Site Visit- A formal pre-offer meeting is available upon request. Site visit requests and site questions shall be directed to Dalton Bundy at dalton.bundy@usda.gov or (606)231-9432. Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

Background
The United States Forest Service (USFS) is seeking professional services for the installation of generators at the Daniel Boone National Forest, specifically within the Redbird Ranger District. The goal of this contract is to enhance the operational capabilities of the quarters by providing reliable standby power through the installation of Generac Guardian Series generators and automatic transfer switches.

Work Details
The contractor will be responsible for the following tasks:
1. Provide labor, supervision, equipment, tools, materials, and incidental supplies necessary for the installation of three (3) Generac Guardian Series 22kW standby air-cooled gas engine generators and three (3) 200A service entrance automatic transfer switches (ATS).
2. Provide instruction on generator pad placements.
3. Disconnect and remove existing 200A combination service entrance devices and replace them with new 200A electrical meters.
4. Prepare mounting racks and install new 200A service entrance ATS.
5. Install a 200A feeder from each generator to its respective ATS.
6. Install control wiring from each generator to its ATS.
7. Upgrade natural gas meters for each quarter from ounces to pounds.
8. Install three new natural gas supply lines to each generator and connect them to a natural gas regulator at each quarter.
9. Conduct testing and startup procedures by a factory-trained technician.
