Background
The U.S. Forest Service (USFS), Pacific Southwest Region, is issuing this solicitation for a multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract for vault toilet and septic pumping services across California's National Forests. This initiative aims to consolidate various contracts previously managed separately by individual forests or districts, enhancing operational efficiency and competitiveness in bidding.

The contract supports public health and safety by ensuring proper waste disposal in areas lacking traditional plumbing.

Work Details
Contractors will provide all necessary labor, equipment, transportation, permits, supplies, and incidentals for the following tasks: vault toilet pumping, septic tank pumping, servicing USFS-owned portable toilets, conducting inspections and cleaning of vault toilet buildings, waste hauling and legal disposal, emergency pumping with a 48-hour response time, and providing access to remote/winter sites.

Contractors are prohibited from performing repairs, replacements, plumbing work, excavation, construction, or any activities outside the specified tasks. The IDIQ is primarily for use within USFS Region 5 but may extend to Regions 3 (AZ/NM), 6 (OR/WA), and 10 (AK) upon approval.

Period of Performance
The contract includes one base year plus four option years, totaling a maximum duration of five years and six months if extensions are exercised.

Place of Performance
All National Forests within Region 5 (California), including 17 National Forests and various remote sites that may require high-clearance or snow-capable vehicles.

Bidder Requirements
Bidders must have an active registration with a valid UEI at the time of offer submission. Contractors must possess all necessary Federal, State, Tribal, county, and local permits required for wastewater pumping and disposal. Key personnel qualifications include a Contractor Representative and Project Foreman; substitutions of key personnel are restricted during the first 90 days unless due to illness or termination.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent base under prior USFS Pacific Southwest Region blanket purchase agreements for regional vault toilet and septic tank pumping, including work performed on precast concrete vaults and septic tanks, related inspections/documentation, cleaning/disinfection, portable toilet servicing, and legal waste hauling/disposal in warm and wintry conditions. Confirmed awardees include Plumas Sanitation ($560,965; 09/23/22–09/25/27), Graham Christopher C ($318,750; 07/06/23–09/25/27), Clean Relief Portables ($247,760; 09/23/22–09/25/27), Waters Septic Tank Service ($202,006; 07/06/23–09/25/27), and Heard Plumbing ($19,964; 07/06/23–09/25/27), with prior tasking focused on similar vault/septic pumping and servicing across Tahoe and other California National Forest ranger districts. The described scope aligns closely with the current IDIQ’s recurring pumping, inspection, cleaning/disinfection, portable toilet servicing, emergency response timing, and remote/winter access requirements.
