Background
The United States Forces Korea (USFK) is seeking Travel Management Company (TMC) services to support official travel activities of authorized Department of Defense (DoD) travelers.

The Defense Travel Management Office (DTMO), established in February 2006, serves as the focal point for commercial travel within the DoD, managing travel programs and policies. This acquisition is limited to Korean firms as per USFK Regulation 700-19 and the US-ROK Status of Forces Agreement (SOFA).

Work Details
The contractor will provide comprehensive TMC services which include:
- Assisting with travel arrangements
- Managing DoD Online Booking Tool (OBT) travel arrangements
- Reconciling Centrally Billed Accounts (CBA) and Unit Cards (UC)
- Arranging movement of human remains
- Facilitating pet travel
- Delivering reports
- Providing Global Distribution System (GDS) terminals and web account access credentials
- Maintaining security of personnel data in compliance with Privacy Act enforcement
- Handling Air Mobility Command Patriot Express arrangements.

The contractor must ensure that all services comply with DoD travel policies and utilize government-preferred suppliers unless exceptions apply. Transitioning to new service providers must be executed methodically to prevent service disruption.

Period of Performance
The contract will have a base year plus four one-year option periods.

Bidder Requirements
Bidders must demonstrate knowledge and skills in information technology, call center services, Global Distribution Systems (GDS), government travel suppliers, and government travel policy including Joint Travel Regulations (JTR) and Defense Transportation Regulations (DTR). Contractors must also ensure that all personnel meet security clearance requirements and medical screening standards as specified by the contract.
