OFFERORS SUBMISSION INSTRUCTIONS

  • Business Ethical Conduct and Procurement Integrity - Offerors are prohibited from contacting any USDA staff regarding this requirement. To protect the procurement integrity of this requirement and to avoid the appearance of an unfair advantage to any Offeror, interested Offerors shall not contact the program office or any other USDA staff directly, but shall direct all inquiries to the Contracting Officer. Quotations received from Offerors that do not comply, will result in not being considered for award.
  • PROPOSAL Questions NO TELEPHONE CALLS, PLEASE. USDA is encouraging for all interested parties to submit any questions, in writing, no later than Thursday July 01, 2021, 2:00 PM (EST), via email, to attention gerardo.rivera@usda.gov and copy todd.lennox@usda.gov. Questions received after this deadline may not get a response. USDA will reply to the posted questions as soon as possible.
  • PROPOSAL Due Date and Time The detailed response to this RFP shall be submitted, via email, to attention @ gerardo.rivera@usda.gov, and copy todd.lennox@usda.gov no later than Thursday July 15, 2021, 2:00 PM (EST). Submissions received after this due date & time will not be considered for an award.

The solicitation is for the USDA South Building, Washington DC, Wing 6 & 7 Design/Build Modernization. Phase I of the two-phase design-build selection procedure has been completed, and Phase II Instruction to offerors will be sent out via email to each vendor who participated in Phase I.

Work Details
The work involves the design-build modernization of USDA South Building Wings 6 & 7. The solicitation amendment clarifies that resumes are not required for the Step 1 submission. It also specifies that offerors are not required to submit Attachment 4 provided all information addressing Factor 3 appears on Attachment 3. The due date for Phase I response remains unchanged to Monday, July 26, 2021, at 2:00 PM (EST).

Period of Performance
The period of performance for the contract is from October 12, 2021, to December 1, 2025.

Place of Performance
The construction projects will be performed at the USDA South Building in Washington DC.
