The United States Department of Agriculture (USDA), Rural Development (RD), is issuing a DRAFT Request for Proposal (RFP) to procure nationwide appraisal services in Rural America with the goal of this effort to deliver professional, unbiased written appraisal reports written independently and impartially by qualified appraisers; setting forth opinion of the value for the described property, supported by the presentation and analysis of relevant market information. This nationwide appraisal service is to be national in scope, supporting an RD portfolio that includes all 50 states and its territories which includes Puerto Rico, U.S. Virgin Islands, Guam, Northern Mariana Islands, Marshall Islands and Palau. RD processes loan originations and limited servicing functions through approximately 550 field offices. The Contractor is responsible to furnish all personnel, equipment, supplies, facilities, travel, tools, materials, supervision, and other items necessary to perform appraisal services as defined in the Performance Work Statement.

The Government anticipates awarding a multiple award Firm-Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract. This includes a five (5) year period of performance for the procurement of nationwide appraisal services. The Single-Family Housing Nationwide Appraisal Services (SHNAS) acquisition and source selection are being conducted in accordance with the Federal Acquisition Regulation (FAR), Parts 12 in conjunction with 15. The applicable North American Industry Classification System is 531320, Offices of Real Estate Appraisers, and the Small Business Size Standard is $8.0 million.

BACKGROUND

The USDA RD is a mission area of USDA which provides support and services that improve the quality of life in rural communities through our Rural Housing Service (RHS), Rural Business and Cooperative Service (RBS) and Rural Utilities Service (RUS). RD programs help rural communities build or improve housing, community facilities, and extend utilities, including water, electricity, and telecommunications services. RD programs also create jobs by funding the growth and creation of rural businesses and cooperatives. RD provides assistance through direct or guaranteed loans, grants, technical assistance, research, and educational materials.

RHS provides loans to low and moderate-income applicants located in rural geographic areas to assist them in obtaining single family housing through multiple programs. A limited number are larger than one acre of land with the home. The Single-Family Housing Direct loans (502 Program) are located in each of the 50 states and U.S. territories that include Puerto Rico, Guam, Virgin Islands, and Western Pacific.

RD currently maintains a portfolio of approximately 265,000 single family housing borrowers located in the 50 states and United States territories. RD processes loan originations and limited servicing functions through approximately 550 field offices and anticipates future appraisal requirements for up to 1,000 properties per month nationwide.

The Government requests industry input on DRAFT RFP 12RADA22R0001. Comments/questions related to the DRAFT RFP must be submitted no later than 17 May 2022 by close of business 5:00PM ET, in the MS Excel format in the chart L.6-2 of the draft RFP. Any questions or request for clarification regarding the DRAFT RFP must be submitted in writing to the Contracting Officer via email to Elizabeth Nieves Torres at Elizabeth.torres@usda.gov, Contract Specialist Andrew McSweeney at andrew.mcsweeney@usda.gov and the title must include OfferorName_SHNASQUESTION . The content of a question may be included in a notification or response to all Offerors; however, the source of the question will not be divulged. Questions received without this specific referenced information may not be answered. All questions must be submitted by the date and time specified in the announcement to be guaranteed a response. The Government reserves the right not to answer any questions received after the due date.

This is a DRAFT RFP and proposals are not being requested at this time. The Government will not pay for any information received, or reimburse costs incurred, as a result of this announcement. Any costs associated with a response is solely at the interested respondent's expense.

FINAL RFP

The final RFP is anticipated to be released on Friday 27 May 2022 and will be issued as a full and open solicitation.
