USDA-RD Finance Office Support

Background
The United States Department of Agriculture (USDA) Rural Development (RD) Finance Office (FO) is seeking industry feedback through this request for information (RFI) regarding their need for support in report generation, process automation, process improvement, and data analysis.

This initiative aims to enhance FO responsibilities such as Budget Formulation, Budget Execution, Credit Reform Act of 1990 Activities, and Accounting. The USDA RD FO anticipates awarding a multi-year Blanket Purchase Agreement (BPA) to one or more sources based on the responses received from this RFI.

Work Details
The contractor will provide a wide range of financial and business services to support RD Program Areas including Rural Utilities Service, Rural Housing Service, Rural Business Cooperative Service, USDA RD Business Center, and the Innovation Center.

Key tasks include:

1. **Budget Execution**:
- Prepare and submit apportionment requests for OMB approval; maintain audit-ready documentation; ensure compliance with appropriations law.
- Plan and execute funds allotments for various RD program areas.
- Process obligations and disbursements against administrative allotments.
- Maintain funds control and tracking to ensure alignment with internal funds control plans.
- Develop annual and multi-year spend plans by budget authority.
- Identify excess/unliquidated balances/obligations for reprogramming and recovery processes.
- Track OMB/Treasury/Agency guidance; update standard operating procedures; maintain audit readiness.

2. **Budget Outreach**:
- Produce budget year obligation projections; develop internal communications regarding program allotments.
- Generate recurring reports on fund status and trends for internal stakeholders.

3. **Budget Formulation**:
- Provide analysis and support for budget development activities across all RD program accounts.
- Liaise with various departmental offices to consolidate data for budget projections.

4. **Credit Reform Act of 1990 Activities**:
- Manage RD's policy on credit management issues; calculate subsidy rates for loan programs; maintain audit readiness.

Period of Performance
The contract will be performed over multiple years as part of the Blanket Purchase Agreement.
