USDA RD - Data Management and Engineering Service - MRAS

The U.S. General Services Administration (GSA), on behalf of the Department of Agriculture (USDA), is conducting market research to identify qualified contractors or teams to support the Rural Development Technology Office (RDTO). The USDA's Rural Development (RD) Mission Area is dedicated to stimulating and protecting the American rural economy by providing financial assistance through loans, grants, and loan guarantees. As part of its mission, RD generates significant amounts of data that require modern management methods and technologies for effective utilization. The overarching goal is to enhance RD's data management capabilities to better support its mission.

The scope of work involves providing maintenance and modernization support for RD's Data Management efforts, with a focus on three key areas: Data Warehouse Support and Services, Enterprise Reporting Support and Services, and Geospatial Environment Support and Services. Contractors will be expected to analyze existing systems, propose solutions, develop enhancements, and implement modern technologies that align with federal enterprise architecture frameworks. This includes supporting RD's established Oracle data warehouse used for report generation and data analysis.

Focus Area 1 involves maintaining the existing Oracle data warehouse which stores structured data from various sources in a tabular format. Tasks include resolving load issues, making necessary report changes, updating data corrections, maintaining ETL processes, identifying risks with mitigation strategies, maintaining a data dictionary, and tracking tasks. Modernization efforts will focus on aligning with RD's future state vision using platforms like Databricks for improved governance and standardization in non-functional requirements.

Focus Areas 2 and 3 emphasize enhancing enterprise reporting capabilities by addressing current state risks through solution architecture recommendations while developing strategies for future state implementations. This also includes integrating geospatial data into RD's business intelligence landscape effectively. By improving access to curated high-quality data across these areas, USDA aims to optimize the utility of existing BI tools while ensuring accurate reporting from source systems.
