USDA - Inspection Capability (Fully Ready COTS Product) - MRAS

The U.S. General Services Administration (GSA), on behalf of the Department of Agriculture (USDA), is conducting market research to identify capabilities for a Commercial Off-the-Shelf (COTS) solution that enhances the USDA's ability to conduct inspections of fresh commodities, such as fruits and vegetables. This initiative aims to procure a COTS application platform that is already fit for purpose, with a high technology readiness level, and can significantly improve productivity and data quality in capturing Standard Commodity Inspection (SCI) reports.

The USDA seeks a COTS solution that does not require development from scratch but can be configured or customized to meet specific business process requirements detailed in the Statement of Objectives (SOO). The requested system should include features like user story configurations, low code/no code adaptability, and should integrate seamlessly into existing USDA operations while maintaining high standards for cybersecurity controls such as those outlined in the NIST Risk Management Framework.

Potential vendors are asked to provide a detailed system architecture or technology stack diagram as part of their response. This diagram should label specific components such as load balancers, firewalls, web servers, application servers, middleware, and database servers. The response should also indicate the optimal cloud service model whether it be Premise Cloud hosted by USDA or commercial solutions like Azure Government or AWS GovCloud and provide information about FedRAMP authorization status for long-term hosting and sustainment.

In addition to technical specifications, respondents must outline the Systems Development Lifecycle (SDLC) activities necessary to deliver the proposed tech stack/COTS solution. This includes detailing labor categories and other direct costs associated with each stage of SDLC from requirements gathering through design, implementation, testing, deployment, and ongoing operations maintenance ensuring that all aspects are covered comprehensively for successful implementation within USDA's infrastructure.
