1.1 BACKGROUND

The George Washington Carver Center (GWCC) of the United States Department of Agriculture (USDA) is an office complex built in 1997. It consists of four interconnected buildings and a small entry building. Building 1 and 2 have three stories and Building 3, 4 and entry have two stories. The complex has an approximate 351,805 gross square feet and 276,109 usable square feet. The facility has a Cafeteria, Child Development Center with outdoor playground, Health Unit, Fitness Center, and Credit Union. The campus size is about 73.7 acre which includes an 847-space surface parking lot as well as a separate outbuilding for landscaping equipment and space for emergency generators and fuel tanks. The site also has a photovoltaic solar farm which can produce up to 2,900,000 KWH of power annually.

1.2 OBJECTIVES

The intent of this project is to renovate all four building in two-phase construction approach:

• Phase 1: Building 1 (B1) and building 2 (B2) and Entry Building. Once construction of the first phase is complete, employees will return to B1 & B2.
• Phase 2: B3 and B4.
• Provide temporary changes or systems and/or add necessary noise/dust/smoke barriers to allow occupants in the occupied buildings to remain in normal business while other buildings are being renovated.
• The timely completion of the two phases. Work can be performed during daytime except for the work which disrupts the normal business of B3 and B4 and the special areas at B1 lower level, such as power and utility outages, loud noise and heavy vibration which must be performed between 6:00pm to 6:00am and/or weekends. The special areas at B1 lower level are the Inter-Operability Lab and its offices and the main computer room.
• Bidders to download plans and specifications from an internet link which is to be determined. Bidders must be responsible for the printing costs.
• The contract includes a base contract and seven (7) options. The government intends to award the contract to the lowest qualified bidder without discussion. This lowest price includes the prices of all seven options. The government reserves the right to implement later all, some or no options during the award phase.
• In case there are conflict of or mismatching information in any bid documents; plans; and/or specifications, the most stringent information must be used.

• This is a Presolicitation notice, additional information will be provided when the full solicitation is published.
• The Invitation for Bid is scheduled to be published by December 31, 2019 on beta.SAM.gov.
• The RFI period closes January 15, 2020.
• Bids are scheduled for submission on February 10, 2020.
• Solicitation documents will be provided electronically at no charge.
• This potential award will not be restricted to small business due to the magnitude exceeding the small business size standards for NAICS code 236220
• The Magnitude of this project is above $40,000,000.
• There will be no charge for solicitation documents
