ID: RFQ1703076 • Alt ID: R_GiIPYctN9rwrps7 • Type: Sources Sought

Description

The U.S. Department of Agriculture (USDA), in collaboration with the General Services Administration (GSA), is conducting market research to develop a comprehensive training curriculum for new and existing Forest Service employees. This initiative, spearheaded by the USDA Forest Service, aims to equip employees working in wilderness areas with essential wilderness knowledge, awareness, and work techniques. The overarching goal is to ensure that federal employees possess the necessary skills and behaviors to perform their duties effectively within these unique environments.

The project involves conducting a detailed training needs analysis and curriculum development process. This includes assessing the current educational materials used for wilderness basics training and identifying any gaps between what is currently taught and what should be taught to meet federal program requirements. The contractor will collaborate with federal wilderness subject matter experts (SMEs) to determine the knowledge, skills, and abilities (KSAs) required for effective job performance in wilderness settings. By aligning these KSAs with federal program needs, the contractor will ensure that the new curriculum addresses all critical areas of wilderness job performance.

In addition to analyzing existing content, the contractor will be responsible for creating a new digital curriculum deliverable that incorporates both current materials provided by the National Technology & Development Program (NTDP) in Missoula, MT, and new video content produced by a separate contractor. The services required under this contract include project management tasks such as pre-performance meetings, project planning, administrative support, data management, as well as monthly progress reports and coordination efforts.

Furthermore, specific topics covered in the Wilderness Basics Training curriculum will include an overview of Forest Service history, the Wilderness Act, and general wilderness history. This comprehensive approach ensures that all aspects of working within federally designated wilderness areas are addressed thoroughly. By developing a robust training program aligned with pertinent federal regulations and policies, this initiative seeks to enhance employee readiness and effectiveness in preserving America's valuable natural resources.
