USDA FS - Replace Recessed Scissor-Lift Dock - MRAS

The U.S. General Services Administration (GSA), on behalf of the Department of Agriculture (USDA), is conducting market research to identify capabilities and gather information for a specific project requirement. The goal of this initiative is to replace an existing recessed scissor dock lift with a new, fully operational system at a USDA facility in Wisconsin. This project aligns with the USDA's broader objectives to maintain and enhance operational efficiency and safety within its facilities.

The scope of work for this project encompasses several key tasks, beginning with the removal and disposal of the current dock lift system. The contractor will be responsible for disconnecting all electrical and hydraulic connections safely, removing the existing equipment from its pit, and ensuring that all debris is disposed of in compliance with applicable regulations. Following removal, site preparation will involve inspecting the existing pit for structural integrity, performing necessary concrete repairs or adjustments, and confirming that it meets manufacturer specifications for the new lift installation.

Installation of the new recessed scissor dock lift is a critical component of this project. The contractor must deliver a lift that meets specific requirements: a platform size of 9 ft by 7 ft, vertical travel capability up to 5 ft, and a capacity exceeding 5,000 lbs. Additionally, it should incorporate industrial-rated hydraulic power units and standard safety systems such as velocity fuses and non-skid surfaces. The task also includes installing all necessary hydraulic lines, electrical wiring, controls, safety interlocks, and anchoring equipment according to manufacturer guidelines.

To ensure successful implementation, testing and commissioning are vital phases where functional testing will be conducted alongside load tests adhering to safety standards. Verification of all safety features will be performed before providing operational training to on-site personnel. Deliverables expected from the contractor include supplying the new dock lift as per specifications along with an itemized bill of materials and an installation schedule.
