This solicitation is for construction of a new Eclosion and Release module to support USDA Preventative Release Program. The facility will be a one-story structure, totaling approximately 30,000 Sq. ft that will include parking and two new aircraft staging canopies near the existing airport runway. The project is to be delivered via design-bid-build delivery method and is a total Small Business Set-Aside. Proposals will be evaluated using the best-value trade-off selection process. Amendment 0001: The purpose of this amendment is: a. clarify the site visit date is April 2023 at 1000 Central; b. incorporate stamped drawings; c. extend suspense date for proposals to 24 April 2023.Amendment 0002: The purpose of this amendment is: a. updated Attachment 4 Past Performance Assessment Questionnaire; b. incorporate stamped drawings; c. extend suspense date for proposals to 28 April 2023. Amendment 0003: The purpose of this amendment is: a. extend suspense date for proposals to 5 May 2023; b. revise the site visit information in 00 21 00; make revisions to 00 21 11. See SF30 for more information. The purpose of this Amendment 0004 is to cancel the solicitation. The Contracting Officer does not have a reasonable expectation of receiving proposals from two or more responsible SBs within the requirements for the project and has determined in is in the best interests of the Government to cancel this solicitation and reprocure under an Unrestricted strategy. The new solicitation will include a SB participation plan/subcontracting plan requirement and SBs will still be eligible to compete as prime contractors.
