USDA FPAC - IT CPIC and Financial Mgmt Support Services - MRAS

The United States Department of Agriculture (USDA), in collaboration with the General Services Administration (GSA), is conducting market research to identify capable entities for providing IT Capital Planning and Investment Control (CPIC) and Financial Management Support Services. This initiative is managed by the Farm Production and Conservation (FPAC) Business Operations Branch (BOB). The USDA, established in 1862 by President Abraham Lincoln, continues to fulfill its mission of leadership in food, agriculture, natural resources, and related issues. Through its extensive network of over 300 programs, the USDA impacts every American daily by ensuring a safe food supply, supporting rural economic development, and addressing global challenges such as renewable energy needs.

In 2017, the USDA restructured its operations under a new Under Secretary for Farm Production and Conservation. This restructuring aimed to streamline operations across agencies like the Farm Service Agency (FSA), Natural Resources Conservation Service (NRCS), and Risk Management Agency (RMA). The FPAC Business Center was established to centralize various operational functions including acquisition, financial management, human resources, information solutions, and more. Within this center lies the Information Solutions Division (ISD), which has aligned IT delivery functions into a single organization serving multiple stakeholders within FPAC.

The current solicitation seeks expertise in supporting IT governance through capital planning and investment control activities within BOB. The scope includes managing IT Portfolio Management objectives as well as providing financial management support within a complex multi-agency shared cost model valued at approximately $1 billion annually. Experience with government IT budgetary processes in multi-agency environments is essential due to the diverse funding sources that include fiscal year appropriations and special programs like the Farm Bill or Emergency Relief Program.

This initiative requires coordination with other FPAC teams to ensure effective implementation of IT-related inter-agency agreements and requisitions while also focusing on acquisition planning. By consolidating these efforts under one coherent strategy within BOB's sections such as IT Portfolio Management Section (ITPMS) and IT Financial Management Section (ITFMS), the USDA aims to optimize its resource allocation across various programs benefiting farmers, ranchers, and private agricultural land stewards nationwide.
