USDA Forest Service Program Management & Project Management Support Services BPA

The USDA Forest Service is in need of establishing a Blank Purchase Agreement (BPA) vehicle for program management support of the Forest Service Regions and the agency's strategic plan initiatives. The USDA Forest Service Procurement & Property Services staff is issuing this small business set aside Request for Quote (RFQ) to solicit a quote in response to the attached work documents (BPA Performance Work Statement, BPA call order Performance Work Statement with Quality Assurance Surveillance Plan). While the government reserves the right to not make an award from this solicitation, this RFQ is anticipated to result in a single-award, Firm-Fixed-Price (FFP) Blanket Purchase Agreement (BPA) and an initial BPA order. The period of performance (POP) will be a twelve-month base period and four, twelve-month option periods, in accordance with FAR Subpart 8.405-3(d)(1). The total estimated ceiling for a future blank purchase agreement will not exceed $9,900,000.00. The resultant non-personal services BPA will be awarded against GSA's MAS 541611 (Management and Financial Consulting, Acquisition and Grants Management Support, and Business Program and Project Management Services) contracts to provide all labor, materials, resource tools (unless otherwise stated), equipment, transportation and supervision for project & program management support to the USDA Forest Service Mission Area Senior Program Manager Office and the USDA Program and Project Management Community of Practice. GSA MAS 541611 Contract holders are requested to submit a quote and ensure technical capabilities and price are commensurate with the BPA and initial BPA order work requirement documents. Please do not submit quote volumes over email. Please note, quote submissions made outside of the GSA ebuy platform will not be accepted and will be considered non-responsive to this solicitation's submission requirements.
