The USDA Forest Service (FS), Procurement & Property Services (PPS) is issuing this notice as a means of complying with the USDA's policy in the Contracting Desk Book, SUBPART 413.3 SIMPLIFIED ACQUISITION METHODS, 413.303 Blanket Purchase Agreements (BPAs). The USDA FS intends on awarding a competitive BPA Call Order against the LMIR BPAs that provide tree thinning in Boise County, Idaho within the Washington Gulch, Robie Creek and Boise Peak Project Areas.

The Land Management Integrated Resources BPA (LMIR) is a National BPA that consist of a large variety of work including Professional Services, Natural Resources Restoration, Engineering, Project Management, NEPA, Communications, and more. The BPA can be utilized on all Forests and Grasslands and is available for all federal agencies to utilize.

This is not a solicitation. This synopsis notification of intent to award a BPA Call order does not constitute a request for proposals or submission of any information in response to this notification.

This procurement is restricted to those approved companies eligible for call orders under the Land Management Integrated Resources BPA (LMIR) for USFS. There are currently 76 businesses that will receive this solicitation. The Call Order shall be issued via email to those companies listed on the BPA. Any changes to the Call Order RFQ shall also be emailed to those companies listed on the BPA.

This requirement will be competitively awarded as a BPA Call Order against the aforementioned multiple award schedule BPAs continuously solicited on the Government Point of Entry (GPE) at: SAM.gov. The government will not provide feedback or evaluations to companies regarding their submissions in response to this notice, however, the LMIR BPA is an open continuous BPA that allows us to accept responses for the life of the BPA. Search Contracts on sam.gov using solicitation number 12363N23Q4023. The LMIR BPA has a continuous pre-solicitation sharing so that contractors may submit a proposal to join the BPA at any point in time by reaching out to the LMIR BPA Team at sm.fs.lmirbpa@usda.gov.

Work Details
The contract requires pre-commercial tree thinning and handline construction within the Boise National Forest. The objectives include reducing tree density by selecting leave trees to improve overall health and condition of the stand, reducing insect and disease incidence, and minimizing hazardous fuels.

1. **Washington Gulch**: Thin trees from 1 foot tall to 8 inches DBH with an average spacing of 17x17 feet; remove all trees under 8 inches DBH within 30 feet of any tree 15 inches DBH or larger; ensure stump height does not exceed 8 inches above ground level.
2. **Robie Creek**: Cut all conifer species <12 inches DBH within specified distances from aspen clones and Ponderosa Pines; enhance natural openings by cutting conifers <12 inches DBH.
3. **Boise Peak**: Similar thinning requirements as above with specific attention to wildlife habitat restrictions during certain seasons.

All work must adhere to environmental constraints such as avoiding mechanical treatments in Riparian Conservation Areas.

Period of Performance
The period of performance for this Call Order is from the Date of Award through October 31, 2027. If optional items are awarded, the period will extend to October 31, 2028.

Place of Performance
The contract will be performed within the boundaries of the Boise National Forest in Idaho.
