USDA Forest Service - 20##-20## National Mobile Food Service Unit (MFSU) Support

Background
The USDA Forest Service is seeking industry input on potential revisions to the current National Mobile Food Services (MFS) Unit support for the 2025-2029 iteration. The potential services described in this Request for Information (RFI) would be acquired under the authority of Part 12, Acquisition of Commercial Products and Commercial Services in conjunction with Part 15, Contracting by Negotiation. The effective period of the resultant contract(s) could potentially be 3/1/2025-2/28/2026, with an option for renewal for additional one-year periods, not to exceed four renewal periods (5-year maximum potential contract plus an additional six months if Option to Extend Services was exercised). The acquisition will be 100% set aside for small business concerns with a primary Code of 722310 – Food Service Contractors and a $41.5M Size Standard.

Work Details
The work involves providing mobile food services for federal wildland fire incidents in the western United States. This includes transportation, updates to dispatch procedures, daily minimum guarantee, and supporting food service to spike camps. The contractor is required to place Mobile Food Services orders for, and furnish, at least the stated minimum quantity identified in Section C.9 Minimum and Maximum Contract Amounts. Offerors may propose a Mobile Food Service Unit (MFSU) for any or all of the 30 Designated Dispatch Points (DDPs) for which they wish to be considered. Offerors shall prioritize their preferred DDP(s) based on historical activity levels. Additionally, there is an opportunity to have any additional MFSUs awarded on a Call When Needed (CWN) basis after all 30 National MFSUs with DDPs have been either utilized, unavailable or have declined the order.

Period of Performance
The period of performance for the contract is from 3/1/2025-2/28/2026, with an option for renewal for additional one-year periods, not to exceed four renewal periods (5-year maximum potential contract plus an additional six months if Option to Extend Services was exercised).

Place of Performance
The geographic locations where the contract will be performed include various Designated Dispatch Points (DDPs) across Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming.
