Background
The United States Department of Agriculture (USDA), specifically the Animal and Plant Health Inspection Service (APHIS), is initiating a project to construct a specialized facility for the mass rearing and sterilization of New World Screwworm (NWS) flies.
This initiative is part of the USDA's Sterile Insect Technique (SIT) program, which aims to prevent the spread of NWS into the U.S. and protect livestock and wildlife.
The urgency of this project arises from recent outbreaks of NWS in Mexico and Central America, which pose a significant threat to U.S. agriculture.
The USDA has determined that immediate action is necessary to avert economic devastation caused by potential NWS infestations.

Work Details
The contract involves a design-build standalone 'C' type contract for the construction of a complex facility capable of producing up to 300 million sterile flies per week.
Key requirements include:
- Design and construction must meet stringent biosecurity and containment standards to ensure effective production for the eradication program.
- The facility will require specialized equipment for irradiation techniques and diet mixing, which may need to be installed by directed subcontractors capable of expedited delivery and commissioning.
- The initial phase aims to achieve a capacity of 100 million sterile flies per week within 12-18 months, with subsequent phases expanding capacity to 300 million flies per week potentially taking up to 48 months.

Period of Performance
The anticipated period of performance includes an initial phase lasting 12-18 months for the first 100 million flies per week, followed by additional phases that may extend up to 48 months for full capacity.

The construction will take place at Moore Airfield, Hidalgo County, Texas.
