USCIS Card Personalization System Technology Refreshment

Background
The USCIS Office of Intake and Production Division has a need for Card Personalization System Refreshment. The USCIS Document Management Division (DMD) manages USCIS document production, including the operation of the secure identification card personalization system.

The current portfolio of secure cards produced within DMD includes the Permanent Resident Card (PRC) and Employment Authorization Document (EAD) Cards.

The combined requirement includes card/document production operations, centralized notice printing operations, high priority notice printing, ad hoc document production for external agencies and other DHS initiatives, program management, transition support, continuity of operations planning and support, CPSTR/new equipment installation, migration, and upgrade support, equipment maintenance, hardware maintenance and repair service, software maintenance support, CPSTR software release and upgrade support, technical support, creation of reports, on-site equipment support, and systems operation training.

Work Details
Vendors are asked to provide written responses regarding the availability and capability of the above bullet-points. They are also asked to recommend the most suitable contract type and CLIN structure. Additionally, vendors are asked to provide responses to questions about their corporate experience providing identification card production operations services, secure document production operations services, centralized high-volume personalized notice printing operations services, secure document inventory tracking services, maintaining and integrating identification card and/or notice production software and/or equipment that has been custom built by another company. Vendors are also asked about their largest annual volume production line operation to date and the most technically advanced production operation they have experienced. Finally, vendors are asked about their likelihood of successfully meeting the combined requirement of system installation, maintenance, production operations, and possible manufacturing.

The production facilities are located at the USCIS CPF in Corbin, Kentucky, and at the Lee Summit Production Facility (LPF), Lee Summit, Missouri.
