Description

The USCG intend to procure services to support the operations and maintenance of USCGC STORIS. The Contractor's services will complement and supplement organic Coast Guard personnel onboard the cutter, on shore in Seattle, WA; Alameda, CA; Baltimore, MD.

Background
The United States Coast Guard (USCG) intends to procure services to support the operations and maintenance of the USCGC STORIS. The goal of this contract is to complement and supplement organic Coast Guard personnel onboard the cutter and at shore locations in Seattle, WA; Alameda, CA; and Baltimore, MD. The services are crucial for ensuring the effective operation of a large Offshore Supply Vessel with specific capabilities.

Work Details
The Contractor must provide the following services:

1. Officers and crew members accredited per the International Convention on Standards of Training, Certification and Watchkeeping (STCW).

2. 24/7 online/phone technical support for systems including Medium Voltage Switchgear, Generator Control Units, Automation/Machinery Plant Control and Monitoring System (MPCMS), Dynamic Positioning System, Towing Winch, Integrated Bridge Systems, and more.

3. Optional services such as analysis, studies, inspections, surveys, on-site casualty response, upgrades, updates, and documentation updates as per detailed Statements of Work issued via potential contract modifications.

4. Comprehensive program management services to ensure successful execution of the contract with a designated Program Manager who acts as a single point of contact.

5. Associated travel for contractor personnel to support these requirements.

Period of Performance
The period of performance will be determined based on the contract award but will span multiple months or years as required to fulfill the service needs.

Place of Performance
The contract will be performed onboard the USCGC STORIS and at shore locations in Seattle, WA; Alameda, CA; and Baltimore, MD.

Bidder Requirements
Bidders must demonstrate experience operating and maintaining large Offshore Supply Vessels over 10,000 Gross Tons with capabilities including Dynamic Positioning per International Association of Classification Societies DP2 system redundancy, Polar Class 3 certification, operational technology by SER Schiffselektronik Rostock GmbH, controllable pitch propulsion by Schottel GmbH, and integrated bridge systems using Furuno Electronics components. Additionally, bidders must provide certified mariners with current STCW endorsements across various classifications including Master, Chief Mate, Second Mate/OICNW, Able Seafarer-Decks, Chief Engineer, First Assistant Engineer among others.
