This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Class Deviation 25-21, Rev 1 subpart 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z08026QPBPL0027 is issued as a Request for Quotations (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-06 effective 01 October 2025; Department of Homeland Security Acquisition Regulation (HSAR) effective 26 December 2024; Homeland Security Acquisition Manual (HSAM) 2026-02 effective 28 November 2025; Coast Guard Acquisition Procedures (CGAP) 2025-02 effective 20 June 2025

Background
This solicitation is issued by the U.S. Coast Guard for the dry-dock repairs of the USCGC HAWK (WPB-87355). The contract aims to ensure that the vessel is maintained in optimal condition, fulfilling the operational readiness requirements of the Coast Guard.

The contractor is expected to provide a facility accessible from a navigable waterway where the vessel can safely arrive, lie afloat, and depart at all states of tide at any time of day or night.

Work Details

The period of performance for this contract is from May 26, 2026, to August 25, 2026.
