Statement of Work
USCGC ALDER (WLB 216)
Fire Main Piping Crop & Renew
1. Purpose and Scope
KTR shall renew firemain piping located in compartment 1-12-1-L, Passage.
2. Deliverables and Performance Requirements
Protective measures: The KTR must furnish and install all protective measures IAW SFLC Std Spec 0000, paragraph 3.3.3 (Vessel component, space, and equipment protection).
Interferences: The KTR must handle all interferences IAW SFLC Std Spec0000, (Interferences).
Contamination prevention: The KTR must take all precautions to prevent contamination of personnel and spaces IAW all applicable Federal, state, and local regulations.
Fluid handling: The KTR must remove and dispose of removed fluids from the affected piping system, IAW all applicable Federal, state, and local regulations. Do not drain any fluids into any spaced, bilge, or exterior location.
Piping renewal particulars: The KTR must accomplish the following tasks, using Coast Guard Drawing 225 WLB 521 001, REV F as guidance:
o Crop out necessary length of piping (6 diameter), to include all necessary FPL supply (3 diameter) and pressure gauge/sensor supply (1/4 diameter) piping.
o Fabricate necessary piping arrangement previously cropped IAW CG Drawing.
o Install all fabricated piping to include all required gaskets/seals IAW CG Drawing.
o KTR must provide a means of sealing any open piping while any portion of the system is open (i.e.: upstream valve blind flange).
Pipe hangers: Furnish, fit, and install new pipe hangers, as necessary.
Pipe labeling: The KTR must label affected piping as follows:
o Name of the piping system service.
o Destination, where feasible.
o Direction of flow, indicated by an arrow three inches long pointing away from the lettering.
Leak Test: After completing all authorized mechanical (i.e. threaded, bolted, etc.) joint repairs, the Contractor must test the affected piping system's operation using the system fluid at normal operating pressure. Ensure zero visible leakage from or deformation of mechanical parts by repairing all leaks and discrepancies.
Touch-up preservation: The KTR must prepare and coat all new and disturbed surfaces to match existing adjacent surfaces in accordance with SFLC Std Spec 6310, (Touch-ups and minor coating repairs.)
Piping insulation installation: The KTR must install new insulation materials over the exposed pipe surfaces at thicknesses appropriate to the application and temperature ranges specified in ASTM F683 Tables.
o Associated pipe hangers

o Valves
o Fittings
o Flanges
3. Period of Performance
ALDER is available during the following dates:
o 17 December 2025 10 January 2026
o 08 February 07 March 2026.

5. Roles and Responsibilities
KTR shall provide Marine Chemist to include certification and all associated documentation for initial certification for hot work.
KTR shall provide competent person to include certification and all associated documentation for recertification for hot work.
KTR shall notify USCGC ALDER POC of any planned hot work prior to COB the day prior to planned hot work.
USCGC ALDER shall provide all necessary fire watches during working hours (0700-1500).
KTR shall provide all necessary fire watches after working hours.

KTR shall provide:
o State Issued Identification numbers to include issuing state for all personnel
o Vehicle license plate number to include issuing state for all KTR vehicles
o Each vehicle year, make, and model

Background
The contract is issued by the United States Coast Guard (USCG) for the USCGC ALDER (WLB 216) with the goal of renewing firemain piping located in compartment 1-12-1-L, Passage.
The mission of the USCG includes ensuring maritime safety, security, and environmental stewardship.

Work Details
The contractor (KTR) is required to perform the following tasks:
- Renew firemain piping located in compartment 1-12-1-L, Passage.
- Furnish and install protective measures according to SFLC Std Spec 0000, paragraph 3.3.3.
- Handle all interferences as per SFLC Std Spec 0000.
- Take precautions to prevent contamination of personnel and spaces in compliance with applicable regulations.
- Remove and dispose of fluids from the affected piping system without draining into any spaces or exterior locations.

- Conduct leak tests after mechanical joint repairs to ensure zero visible leakage or deformation of mechanical parts.
- Prepare and coat all new and disturbed surfaces to match existing adjacent surfaces according to SFLC Std Spec 6310.
- Install new insulation materials over exposed pipe surfaces at specified thicknesses according to ASTM F683 Tables.

Period of Performance
The period of performance for this contract is from December 17, 2025, to January 10, 2026, and again from February 8, 2026, to March 7, 2026.
