The US Coast Guard Training Center Cape May located at 1 Munro Ave, Cape May, NJ 08204 issuing this request for information (RFI) for market research purposes to identify an optimal bunkbed design to implement for recruit training. Our unique needs are as follows: our recruit training center houses up to 1000-1500 recruits at any given time, disbursed throughout four barracks building. Currently, our recruits sleep in bunkbed-style beds. Our current bunk-beds are well beyond their life expectancy and parts are failing. Our objective is to replace our inoperable bunkbeds (approx. 100 as of 18 Sept 2024) with a sustainable design that will endure over years and enable us to maximize the number of recruits we are able to train in Fiscal Year 2025.

Ensuring accurate bid submissions is crucial to the success of our project. Therefore, we strongly encourage all bidders to conduct a thorough site visit to verify quantities before finalizing their bids. It is expected that offerors or quoters inspect the site where the work will be performed to better understand the scope of the project. To facilitate this process, an organized site visit has been scheduled for October 17, 2024, at 09:00 am est. Please note that all visitors must provide the following information prior to scheduling a site visit: Full legal name, date of birth, contact number, email address, Driver's License, registration of vehicle and proof of insurance. All vendors interested in attending a site visit shall submit their request via email to: ashly.l.thomas@uscg.mil.

Specific considerations for information/market research:

  1. Replace failed/inoperable bunkbeds without disruption to recruit training
  2. Logistics plan/cost to dismantle & remove current failed beds, ship new beds, and assemble these beds.

a. Our buildings have wide stairwells but no elevators. Each building has 3 floors. Bunkbeds that need to be replaced are on the first, second, and third floors.

      1. Floor plans are in the attached document.
      2. Photos of exterior doorways, interior doorways (with squad bay access) as well as connecting stairwells are attached.
      3. Buildings do not have ramps access to exterior doors is via short stairways.
    1. Failed bunkbeds exist in 3 separate buildings in the following amounts:
      1. Munro Hall: 17*
      2. Healy Hall: 10*
      3. James Hall: 70*

*These numbers shift as beds continue to fall into disrepair, and/or we are able to make minor repairs to restore functionality & safety.

  1. Due to the need to maximize space in our squadbays and limited storage, each bunkbed features a compartmentalized storage area for uniforms, gear and several unique items
  2. Our bunkbeds must be easily moveable (our current beds are on casters) which is an important feature as we routinely shift the location of the beds to increase space available for training inspections, teaching, etc inside the squadbays
  3. Dimension considerations; to maximize current space, we are requesting a design that is close to 83 1 2 x 33 1 2 wide. The designed bed must snugly/securely fit a mattress that is 73 1 2 x 29 1 2

Background
The US Coast Guard Training Center Cape May, located at 1 Munro Ave, Cape May, NJ 08204, is conducting this request for information (RFI) for market research purposes to identify an optimal bunkbed design for recruit training.

The center serves as a training hub for approximately 1,000-1,500 recruits at any given time across four barracks buildings.
