Description: THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.

The US Coast Guard Cape May Training Center intends to award a sole-source purchase order using the procedures at FAR 13.106-1(b)(1), as it has been deemed that only one source is available to meet this specific requirement due to manufacturer has been sole sourced for products listed in Statement of Work. This purchase order is intended to be awarded to Lion Group, INC UIE NCD6J71YMAQ5 for preventative maintenance Services for twelve Fire Attack Panels and two Smoke Generators to Include software updates, mechanical upkeep of components, wear part calibration or replacement, and electrical component inspection and replacement, in addition to On-Site End-User Training. The requirements document in the form of a Statement of Work is attached to this notice.

This notice of intent is not a request for competitive proposals or quotations. Any party who believes they can perform this requirement should submit a capability statement for consideration by the government. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

The government will not be responsible for any costs incurred by responding to this notice. A party may identify their interest and submit a capability statement by 23 Dec 2024. Background
The U.S. Coast Guard Training Center Cape May, located at 1 Munro Avenue, Cape May, New Jersey, provides basic military instruction to prospective Coast Guard members.

The Fire Training System enables realistic live-fire scenario simulations. To ensure the system’s optimal functionality and safeguard the government’s substantial investment, annual preventative maintenance and training are required. This contract is intended for preventative maintenance services for fire training equipment.

Work Details
The contractor shall provide preventative maintenance for 12 fire attack panels and 2 smoke generators, including:

- Software updates
- Mechanical upkeep of components
- Wear part calibration or replacement
- Electrical component inspection and replacement.

The contractor will also prepare maintenance reports and facilitate shipping of equipment to and from Albany, NY for servicing. Additionally, the contractor will conduct one on-site visit for refresher training to enhance end-user knowledge and ensure proper system operation. Equipment servicing will occur semi-annually with a turnaround time of four weeks from receipt by the contractor. Deliverables include a detailed maintenance report covering all performed services and a written outline with completion certification for the end-user training.

Period of Performance
The period of performance for this contract is a one-year base period from January 1, 2025, through December 31, 2025, with four one-year option periods extending through December 31, 2029.

Place of Performance
The primary place of performance will be at the Contractor’s facilities with one visit to the United States Coast Guard at TRACEN CAPE MAY USCG 1 MUNRO AVE CAPE MAY NJ 08204-5002.
