Description

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The solicitation number is 70Z03326Q31190027 and is issued as a Request for Quotation (RFQ).

The contract will be awarded using the Lowest Price Technically Acceptable approach.

Description of Requirement: Roof Replacement for Building 9 at U.S. Coast Guard Tongue Point.

The solicitation document and incorporated provisions and clauses are those in effect through FAC# 2025-06 Effective Date 10/01/2025, HSAR 12/26/2024, HSAM October 2009, CGAP 06/20/2025. The Davis Bacon Act WD # OR20260001 Modification# 1 date of last revision 01/23/2026 applies.

Instructions to offerors, evaluation criteria, and all applicable FAR Provisions and Clauses are attached.

This acquisition is set-aside 100% for SMALL BUSINESS.

Background
The U.S. Coast Guard is issuing a solicitation for the replacement of the roof at Building 9 located at Tongue Point, Astoria, Oregon. This contract aims to ensure the structural integrity and safety of the facility, aligning with the agency's mission to maintain operational readiness and safety standards. Work Details
The contractor shall provide all personnel, equipment, tools, transportation, supervision, and other items necessary to replace the roof at Base Astoria Tongue Point Building 9 using government-furnished materials. Key tasks include:

1. Selective Removal & Demolition:
- Remove the existing sheet metal roof on Building 9 and dispose of all roofing materials offsite.

2. Sheet Roofing Installation:
- Install new sheet metal roofing using existing beams and purlins for support. Match paneling and layout to old roofing format as closely as possible.
- Seal around roof penetrations to prevent water entry.

3. Roof Anchor Installation:
- Install eight stainless steel working aloft anchor points along the ridge beam, each rated for at least 300 pounds.
- Test each anchor point after installation.

4. Dry Building Plan:
- Maintain a dry environment inside the building during construction to protect fragile equipment.

5. Safety Compliance:
- Conduct all work in compliance with applicable safety standards and regulations, including OSHA.
